I completely agree with you the NCAA's "institutional control" policy is a joke. It is well known in the circles of big time college athletics that the NCAA looks the other way when issues arise with its big time money producing schools (Texas, Florida, USC, Ohio St., etc.). But to look like they are doing something, the NCAA comes down hard on schools like ASU, Washington St., Houston, etc. Schools that have had sporadic success in football or basketball on the national level. ASU is the perfect school for the NCAA to go after, a large public institution with a below average national following in a conference the current NCAA leadership does not care about, with a history of sporadic national success in football, and a reputation for being a mediocre academic institution. The NCAA and the current BCS system has put the PAC 10 at a distinct disadvantage as far as national recognition goes. Now the NCAA is using ASU as a guinea pig to show America they will not tolerate "lack of institutional control"...unless it occurs at Florida, Texas, or Ohio State.
