This would be a disaster for both conferences. Sorry, but he SEC and ACC both play 8 conference games only. They also tend to schedule at least 3, sometimes 4 cream puffs/ cupcakes for non-conference opponents. This set up of playing 9 conference games, then take on 3 opponents from the Big 12 in non-conference play would almost guarantee that you would have conference champions from both the Pac-12 and Big 12 with at least 2 losses, meaning NO College Football Playoff. I'm sure the Big Ten, ACC, and SEC would be all for the Pac-12 and Big 12 doing this format. It would all but guarantee that there would be 2 teams from either the SEC or ACC in the College Football Playoff every season. I think this format would be a disaster for both the Pac-12 and the Big 12. Go Sun Devils!
