The waiver system puts a contract player available for reassignment to a team willing to assume his contract. The worst team gets first right of choice with the other 30 to follow in order. The player gets no say in going if he does not like the team that selects him. (Once all the teams pass on a player, the original contract obligation is void and he can sign with any team at any terms.)
That is not the case with the transfer portal. Transfer players are free agents and can sign with the BEST teams of their choice. It is basically a rich-gets-richer program. Edwards will not pick up the best linemen available. He will pick up the best linemen not wanted by Alabama, Ohio State, USC, etc.
Tucker signed with ASU because he missed home cooking. Many transfer portal linemen will do the same and head for the Southeast or Texas.
