The Arlington property once was part of the Washington and later Custis family estate. Slaves on the Custis estate were to be freed in the Custis will unless the estate was in financial difficulty. If so, after 4 or 5 yrs they could then be freed. Lee (as executor) kept them as slaves for 4 to 5 yrs before freeing them. He also broke up families and sold them or leased them out to other estates during that time. This had not been done under the Washington or Custis family which angered the other slaves on the property. During Lee's invasion of Penn. any captured black freedmen were sent South to be sold as property. Lee has been given a favorable story by some but they tend to ignore some of the less attractive facts.
Wilson also has a conflicted background. He was a Virginian and re-segregated a number of government offices & branches of gov't which Teddy Roosevelt & Taft had de-segregated.
