I suspect local investors in a number of cities without NFL franchises would be willing to invest to bring in a local minor league team. They also could charge for tix, perhaps get local TV & radio revenue, and merchandise sales.
It would change the practice squad situation for NFL teams, who could call up and send down I wider selection of game-ready players, on a moment's notice, and would dd pro roster spots or marginal former college players.
Football could also become more like the NBA, allowing exceptional players to be drafted right to an NFL team out of high school, like Lebron & Kobe were in the NBA, though I doubt it would happen often. They also could loosen the underclassman draft rules, so players could go make the big bucks earlier, declaring after their first or second college season, to get at the Benjamins sooner.
I don't like the idea, but at least it could keep college football an amateur sport for the players who stay in school.
