Former UCLA player Ramogi Huma formed the National College Players Association and, with the help of the US Steelworkers Union, tried to unionize Northwestern. The NLRB refused to accept the player ballots. Nobody could conclude who had oversight or control of the NCAA or if a part of the NCAA domain could be unionized without all schools being included.

Huma has continued to push for his Union and has prompted many changes in California including the Student Athlete Bill of Rights that was signed by Jerry Brown as well as forcing the NCAA to adopt better medical coverage requirements for injured athletes.
