I think it's the former - 75% of our alumni are 45 years of age or younger and the majority of our alums have graduated since the 1980s. ASU as a "University" is only 50 years old this year. That's not a lot of age and time to do what other privates and longer established "Universities" have been able to do. What we have been able to do with what we've got is amazing. But we need to do more (as alums, the community).
Whether it's a lack of a culture of giving by our alums, we need to give more, and need more people to give. The # of alumni donating to ASU (donations, alumni memberships, athletic donors, etc) also reflects our ranking in the US News and World Report.
PS - More than half of our alumni live in the state of AZ.
